Red itchy rash with blisters on husband’s penis. Cause?

I’m trying not to bias this with my opinions so just facts except his side. Husband developed red, itchy rash on side of his penis with small bubbling blisters. I’ve been staying in hospital with my daughter for last few weeks and he has not visited but has gone to the local casino many nights and even days (still just facts). He says he got it by sweating and by letting his penis rub against the dirty public toilets while taking number two’s. He’s insulted and angry that I could think it’s an STD. He says I’m crazy and told his friends also. I’m at the clinic about to get checked. I’m leaving out details. Opinions please? Men, can you get blistery rash from toilet? Can you come home w/ your penis smelling like fish suddenly and not expect your wife to put these two events together with your casino vacation? Please let me know if I’m nuts!
